 民團反重啟核二 籲先究責停機


【台灣醒報記者楊蕓台北報導】「立委應先在原能會報告時追究核二停機責任，釐清相關問題，再來談是否要重啟。」立法院教育及文化委員會邀請原能會，針對核二2號廠重啟進行專案報告和備質詢，全國廢核行動平台15日在立法院群賢樓前抗議，認為原能會應先向社會大眾解釋核二2號廠2016年5月大修後，為何數十分鐘後就發生意外，並呼籲立委不應草率讓報告通過。

原能會15日至立法院教育及文化委員會針對核二廠2號機的再運轉及安全管制進行專案報告，立法院內，院外則有全國廢核行動平台守候在群賢樓外表達抗議，以及台灣環境輻射走調團、綠色消費者基金會在凱道抗議重啟。

全國廢核行動平台指出，核二廠2號機於2016年5月16日，大修後初次並聯約35分鐘，主發電機因接地保護電驛及差動電驛動作而逃脫，現場檢查發現主發電機所屬避雷器及周邊受設備受損，研判是有電器短路造成電弧，並有濃煙產生，至今停機檢修未運轉已21個月。

「立委先在原能會報告時釐清問題，追究相關責任，再來談是否要重啟。」全國廢核行動平台質疑，核二廠2號機上回大修後，經原能會審查核准啟動後卻在數十分鐘內就出意外，針對這次重啟提出安全疑慮，包括2016年5月16日核二廠二號機大修後初次並聯前，依法要先經過原能會審查，但為何通過審查後只啟動約35分鐘就發生意外？應先追究原能會事前審查作業的失職。

此外，原能會也應向社會大眾解釋，「當時為何沒有靠自動控制停機而要靠人為判斷以手動來停機？」未來若發生不同意外，自動停機與手動停機的一句準則為何？請台電公告申請大修後再起動作業前，針對啟動後出意外的主發電機接地保護電驛極差動電驛的維護保養紀錄，釐清該系統發生意外的責任，並公佈相關人員疏失的處理紀錄。

全國廢核行動平台認為，核二廠2號機過去曾發生苗定螺栓斷裂、爐心側板也曾出現過裂痕，近年更因設備老舊頻頻事故，且鄰近大屯火山群與山腳活動斷層，是否再運轉攸關國人安全，也考驗民進黨政府非核決心。

「雖然核二啟動未違反2025非核家園的時程，但卻跟民間對於安全第一的期待有落差。」呼籲應維持停機不要再啟動。
